This photograph is from a vending machine collectors card. These were dispensed in elaborate coin operated vending machines in penny arcades and beach boardwalks. The Victorians version of a video arcade was filled with all kinds of machines that could tell your fortune, play your favorite song on a nicelodeon, simulate a horse race with mechanical horses, or show dolls dancing in miniature ballrooms. Such an arcade still operates at San Francisco's famous Cliff House downstairs... it is called the "Musee Mechanique".
